Position on a Quality Home Care Commission (QHCC) as proposed by the Department of Labor & Industry:
The PA-PCA members strongly oppose the creation of a Quality Home Care Commission in Pennsylvania. The proposal would eliminate the consumer-employer model of services and consumer choice of provider.

Position on changing consumer-employer Workers comp. (SWIF) classification code to Home Health - Nonprofessional Staff (0943) from Domestic Inside Worker (0908/0913):

The members of PA-PCA strongly oppose the change of the classification codes that results in significantly higher rates and eliminates the employer status of consumers. PA-PCA supports the adoption of a more appropriate code "domestic inside physical assistance worker" for the consumer-employers.
