Tina Seidel currently holds the position of Director, Public Policy Initiatives of Northeast Pennsylvania Center for Independent Living and was the first elected President of the PA Providers Coalition Association in 2009.
She is the primary liaison to the Public Policy creators and advocates, developing and implementing NEPA CIL’s Strategic Plan with the Executive Director and assuring the development, implementation and evaluation of all public policy views and positions of the organization’s fiscal and programmatic affairs.
Ms. Seidel began her career in accounting in private industry where she spent seven years before joining the independent living movement.
After that she held several progressively responsible financial positions in a Pa. Center for Independent Living for over 12 years. There, as Director of Finance, she established herself as a subject matter expert and recognized leader in consumer controlled Vendor Fiscal Agency under section 3504 of the IRS Code.
She was one of six gubernatorial delegates representing the Commonwealth at the decennial White House conference on Aging.
Tina, as she prefers to be called, is an American Payroll Institute Certified Payroll Professional and provides training to multiple provider organizations around the Commonwealth and at nationwide conferences on the maintenance of quality in payroll systems for personal assistance services.

Bill has over 32 years experience in many areas of healthcare both with for-profit and not for profit organizations.. Since July 2009, he is the President/CEO for United Disabilities Services headquartered in Lancaster, PA and currently oversees a business serving 2500+ consumers in 33 counties and involving 450 employees. Bill has successfully orchestrated the acquisition of three for profit entities during his tenure to expand and diversify the UDS mission.
Bill was also a previous Board member and Board President for eight years in two separate Board stints. Prior to UDS, Bill was the Chief Operating Officer for the Inglis Foundation in Philadelphia from 2004-2007 where he was responsible for their Home and Community Based Services including a Housing Corporation, which was very successful in transitioning severely disabled clients from the nursing home to the community, an Adult Day Program, a Durable Medical Equipment company, an At Home Attendant Care Services and Employment Services.
Besides extensive experience in serving the disabled community, Bill also has great experience in working with seniors. From 2001 to 2004, he was the CEO for the Kairos Foundation, the for profit entity of 80 non-profit faith based CCRC’s in PA, Maryland and New Jersey. Kairos provided GPO services, payer contract oversight and negotiations and consultation services. From 1979 to 2000, Bill held a variety of management positions with Homedco, later becoming Apria Healthcare. Most recently from 1996 to 2000 Bill was the Regional Vice President overseeing Sales and Operations for the Mid-Atlantic Region covering five states with 23 branches which served 10,000 home medical customers through a network of 700 employees and an operating budget of $70M. Apria Healthcare was the nation’s largest provider of DME, Oxygen and home infusion therapy. In addition, in 2000 Bill also founded Healthy Business Solutions, a healthcare consulting company specializing in building successful selling organizations by effectively linking sales and operations.

Carl is the Director of Human Resources for Community Resources for Independence, Inc., a home- and community-based service provider serving over 5,000 consumers throughout the Commonwealth of Pennsylvania. He has been a part of CRI for the past nine years.
Prior to joining CRI, Carl has been a human resources professional for eleven years in a variety of industries, including the skilled nursing facility industry, heavy manufacturing, and finance. Carl obtained his MBA from the University of Pittsburgh and BS from Pennsylvania State University.

Duane Seidel is the Technical Manager of Fiscal Operations at Northeast PA Center for Independent Living. In this position, I oversee the payroll operation for over 4000 Participants in a variety of waivers in a multi-state environment.
He has worked in the Fiscal Agent realm in PA for the past 8 ½ years in a variety of financial capacities. I have been a member of the PA PCA Financial Committee since its inception, serving on several subcommittees, including the Rates Committee, Forms committee, the Transfer Standards Committee, and the Unemployment Compensation Committee. Prior to this, I spent 8 years working in the Accounting divisions of multiple for-profit organizations.
He received his Masters in Business Administration from Kutztown University in 2004 and his BS degree in Business Administration; specializing in Accounting from Bloomsburg University in 1994. Duane is also a Certified Payroll Professional with the American Payroll Association since 2005.

Tracy Hunt is the current Director of Allied In-Home Services. As director she is responsible for the programs of HCBS administered by the office of Long Term Living in 23 counties in the Commonwealth of Pennsylvania.
She previously held the roles of Assistant Director, Program Supervisor, and Services Coordinator for Allied In-Home Services.
She has been an employee of Allied Services since 1993, working in their Behavioral Health Division as a Supported Living Caseworker assisting consumers to remain independent in the community. She also worked in the Developmental Services Division assisting consumers to seek meaningful employment in the community.
She spent her entire career working with individuals to maintain their independence in a variety of community settings.
She received a Bachelors degree in Communication Disorders from Marywood College in 1993.

Donna Boyer is the current Director of Community Services for Support for Independence at JEVS.
As director she is responsible for developing and maintaining the essential government / provider relations and advocacy for all SFI products thorough out all service areas and keeping track of all policy and procedure aspects of Home and Community Based Services (HCBS).
She previously held the role of Director, Attendant Care Program, at JEVS for 20 years.
She has been an employee of JEVS since 1974 and has been working in the HCBS arena for over 37 years.
She received a Bachelors of Social Work Degree from Farleigh Dickinson University.
